Please support and cosponsor SB1358, which would increase nonprofit funding to inflation starting in the next biennium, and push your leadership to call it for a vote today. I am grateful for the increases the legislature has been able to provide over the last few years, but they have not been enough to meet the needs of the people we serve. We continue to be hit by crippling increases in our costs, due in part to increases in inflation, that far outpace the rate of increases the legislature has provided. <br><br>If the rates the state pays for nonprofit services had increased along with inflation since 2007, we wouldn’t need to be at the legislature every year asking you to find hundreds of millions of dollars in the state budget to keep pace. Inflation on the cost of our services since 2007 is 45%; the legislature has only been able to provide increases equal to about 15% in the last few years.<br><br>SB1358 would fix that. Starting in the next biennium, it requires nonprofit funding increase in the state budget based on inflation. If it passes, nonprofits would finally have budget stability and predictability, and the legislature and the Governor will finally have a roadmap for how to keep up with the costs of delivering services to the state's most vulnerable.

I am writing to respectfully urge you to support Senate Bill 1358, which would establish a critical policy change to ensure that state funding for nonprofit human service providers increases in alignment with inflation beginning in the next biennium.

As someone who works closely with vulnerable communities and the nonprofit organizations that serve them, I deeply appreciate the efforts you and legislators have made in recent years to increase funding for these essential services. Your commitment has made a meaningful difference. However, despite these incremental increases, the funding levels remain far below what is necessary to sustain the quality and breadth of services our communities rely on.

Nonprofits across the state continue to face severe financial challenges due to rapidly rising costs — particularly those tied to inflation. The cumulative impact of inflation since 2007 has driven up the cost of providing services by an estimated 45%, while state reimbursement rates have increased by only about 15% in that same period. This growing gap has created an unsustainable environment for many service providers, leading to staff shortages, reduced service capacity, and in some cases, organizational closures.

If the rates the state pays for nonprofit services had kept pace with inflation over the past two decades, the system would not be in its current state of fragility. Year after year, we are forced to return to the legislature asking for hundreds of millions of dollars simply to maintain the status quo — an approach that is neither sustainable nor strategic.

SB1358 offers a solution. By tying future funding increases to the rate of inflation, the bill creates a predictable and equitable framework for ensuring that nonprofit organizations can continue to meet the growing and complex needs of the people they serve. It would provide much-needed budget stability for providers and offer the legislature and the Governor a clear roadmap for responsible, forward-looking fiscal planning.
